Welcome. The user (hereinafter "Party A") and Luoyang Jilu Network Technology Co., Ltd. (hereinafter "Party B") jointly enter into the Express Platform Shipping User Service Agreement (hereinafter "this Agreement") and use Party B's door-to-door shipping services on the shipping service platform! Dear user: Please carefully read these detailed terms before using international express services. Your continued use of this platform's international express services constitutes full understanding and agreement to all terms of these rules, and you warrant that you, the recipient of the shipment, and any other person with an interest in the goods are bound by these rules.
I. Definitions
Shipment: means any documents or parcels transported under one bill of lading and carried by methods chosen by the international express carrier, including air, road, or other freight modes. International express carrier: means an enterprise that joins our platform and can provide international express transportation, including but not limited to UPS, DHL, TNT, and others. Bill of lading: includes any shipment identifier or document produced by the international express carrier or the shipper's automated system—for example labels, barcodes, bills of lading or shipping documents, and any electronic versions thereof. Each shipment is carried under the limited liability referred to herein. If the shipper requires greater protection, the shipper may separately purchase additional insurance.
II. Customs Clearance
The international express carrier may, on behalf of the shipper or recipient, perform the following activities to provide service:
2.1 Complete any documents, amend product or service codes, and pay duties, taxes, or fines as required by applicable laws and regulations;
2.2 Act as the shipper's referral agent for customs declaration and export control matters, and act solely as the recipient's designated customs broker for clearance and accounting;
2.3 Redirect the shipment to the recipient's customs broker or another address upon the request of a person the international express carrier reasonably considers authorized.
2.4 In special circumstances (generally where the recipient cannot or is unable to pay duties and taxes), duties and taxes arising on the goods may need to be advanced by the platform. With the platform's consent, the platform may advance payment. For shipments whose fees are advanced by this platform, if neither the recipient nor the shipper pays the advanced amounts, this platform has the right to exercise a lien. If the recipient is an Amazon warehouse, the shipment must be handled under DDP (duties and taxes prepaid) terms only.
III. Shipper's Obligations and Responsibilities
3.1 You shall provide accurate shipping information and shall not conceal or falsely declare the nature, description, quantity, or value of the contents. Otherwise, in addition to corresponding liability, you shall also bear extra costs arising from delayed or failed delivery, return of the goods, or similar situations caused by breach of the preceding provision.
3.2 You shall, according to the nature of the contents and in a manner sufficient for loading/unloading, transportation, and delivery, provide necessary and adequate packaging for the express item, and ensure that the item will not contaminate or damage other shipments.
3.3 You clearly understand items prohibited from shipping by the state (for details, see the State Post Bureau's Guidance Catalog of Prohibited Items and Handling Methods), that violators shall bear corresponding liability, and you warrant that the shipment does not contain the following: 1. Weapons and ammunition; 2. Flammable, explosive, or corrosive items; 3. Radioactive substances; 4. Potent poisons, biochemical products, or infectious items; 5. Narcotics and anesthetic drugs; 6. Publications, propaganda, or printed matter that endanger national security or social and political stability, or that are obscene; 7. Items that endanger public health; 8. Items that are improperly packaged and may endanger persons or other shipments; 9. Circulating currency and negotiable securities; 10. Items not declared in accordance with applicable customs regulations; 11. Materials, dangerous goods, or prohibited or restricted items classified as hazardous by the International Air Transport Association (IATA), the International Civil Aviation Organization (ICAO), the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), or other relevant bodies; 12. Other items prohibited from shipping by national laws, regulations, rules, or orders.
IV. Delivery and Non-Delivery
4.1 You clearly understand that goods cannot be delivered to a P.O. box or postal code alone. Goods are delivered to the recipient address provided by the shipper, but need not be delivered to the named recipient in person. This logistics service uses central collection-area addresses; the platform is responsible for delivering the shipment to the area of the recipient address.
4.2 You clearly understand and will help notify the recipient that the international express carrier for this shipment will notify the recipient of upcoming or missed deliveries. The recipient may be offered alternative delivery options, including but not limited to changes to delivery time, changes to signature method such as redirection, or collection at an international express service point.
4.3 You clearly understand and agree that if the goods are deemed unacceptable as described in Section 3, or are reduced in value due to customs declaration, or the recipient cannot reasonably be identified or located, or the recipient refuses to accept the goods or to pay duties or other carriage charges, the international express carrier will, as far as possible, return the goods to the shipper and charge the shipper for carriage. If return is impossible, the goods may be disposed of, abandoned, or sold without any legal liability to the shipper or any person, with duties, freight, and related administrative fees deducted from the sale proceeds and any balance returned to the shipper. The international express carrier has the right to destroy any goods that cannot lawfully be returned to the shipper and any dangerous goods tendered for carriage.
V. Inspection
You clearly understand and agree that the international express carrier has the right to open and inspect the goods without notice for reasons of security, customs clearance, or other regulatory requirements.
VI. Freight and Charges
The international express carrier calculates freight based on the higher of actual or volumetric weight of each shipment. Before handing a customer order to the international express carrier, the platform may re-measure each shipment to confirm the calculation. You clearly understand that the shipper or (when the international express carrier acts on behalf of the recipient) the recipient shall pay or reimburse the international express carrier for all freight or other amounts due, or for duties incurred because of services provided by the international express carrier or on behalf of the shipper or recipient; payment of duties may be required before the goods are shipped. If the international express carrier uses its customs credit facility or advances any duties on behalf of a recipient who does not have an account with the international express carrier, the international express carrier may charge a fee for that service.
VII. Liability of the International Express Carrier
7.1 You clearly understand that the international express carrier's legal liability for any air shipment (including ancillary road or transit carriage), as applicable, is governed by the Montreal Convention or the Warsaw Convention. Compensation shall be based on the invoice declared value provided by the customer at shipment, but the maximum compensation per shipment shall not exceed one hundred US dollars (USD 100); consequential losses arising from loss of goods are not compensated. A. Where such conventions do not apply, liability shall be the lower of (i) current market value or declared value, or (ii) USD 26 per kilogram. This limit also applies to all other modes of transport, except shipments carried solely by road that are subject to the following limits. B. For cross-border road shipments, the international express carrier's legal liability is or will be deemed governed by the Convention on the Contract for the International Carriage of Goods by Road (CMR). C. If the shipper considers the above limits insufficient, the shipper must make a special declaration of value for the goods or arrange insurance separately. D. The international express carrier's legal liability is strictly limited to direct loss of and damage to the goods and the per-kilogram limits referred to in Section 7. All other kinds of loss or damage are excluded (including but not limited to loss of gross profit, revenue, interest, or future business), whether such loss or damage is special or indirect. E. Postal-related products are compensated according to the postal authority's standard service compensation mechanism. (Please note in particular: for China Post ePacket, loss, delay, or damage of mail is not compensated.)
7.2 You clearly understand and agree that the international express carrier will use reasonable efforts to deliver goods according to normal transit schedules, but such schedules are not binding and do not form part of the contract. The international express carrier is not liable for any damage or loss arising from delay.
VIII. Claim Time Limits
8.1 You clearly understand that all claims must be submitted to the platform in writing within thirty days from the date the international express carrier receives the goods; otherwise the international express carrier shall bear no legal liability.
8.2 All claims are limited to one claim per shipment; settlement of such claim shall constitute full and final settlement of all related loss or damage.
IX. Cargo Insurance
You may voluntarily arrange insurance for the express item with a commercial insurer. For valuable items, the shipper is advised to purchase insurance separately.
X. Circumstances Beyond the International Express Carrier's Control
The international express carrier shall not be liable for any loss or damage arising from circumstances beyond its control, including but not limited to: electronic or electromagnetic damage to or erasure of electronic or photographic images, data, or records; any defect or characteristic inherent in the nature of the shipment, even if known to the international express carrier; any act or omission of persons other than the international express carrier's employees or contractors—such as the shipper, recipient, third parties, customs, or other government officials; and "force majeure"—such as earthquake, cyclone, storm, flood, dense fog, war, plane crash, embargo, riot, civil unrest, or industrial action.
XI. Shipper's Warranties and Indemnity
11.1 If the shipper fails to comply with the following warranties and representations, the shipper shall indemnify and hold harmless the international express carrier from any loss or damage:
11.2 All information provided by the shipper or on the shipper's behalf is complete and accurate;
11.3 Shipments tendered for carriage are acceptable in accordance with Section 2 above;
11.4 The shipper has complied with all relevant customs, import, export, data protection laws, sanctions, embargos, and other regulations and requirements;
11.5 The shipper has obtained all necessary consents to provide personal data to the international express carrier, including recipient data that may be needed for carriage, clearance, and delivery, such as email address and mobile phone number.
11.6 If the shipper fails to truthfully declare the goods, or conceals or embeds prohibited items, all resulting legal liability shall be borne by the user. Upon discovery, the platform may deduct all freight and detain all goods; if the platform suffers losses, the platform may seek recovery from the user.
XII. Routing
You agree to all routes and diversions for this shipment, including the possibility that goods may be carried via intermediate stops.
XIII. Dispute Resolution
13.1 Unless inconsistent with applicable law, any dispute arising from or in connection with these terms and conditions and the services specified herein shall prioritize the interests of the international express carrier, and shall be subject to the non-exclusive jurisdiction of the courts of the place of origin of the goods, interpreted and governed by the local law of those courts; the shipper irrevocably accepts such jurisdiction and governing law.
13.2 If any provision of these terms and conditions is invalid or unenforceable, that shall not affect any other part.
